Ministry of Tourism Finds 20 Places of Hotels and Restaurants with Outstanding Achievements in the Implementation of Smoke – Free Environment in Siem Reap Province
(Siem Reap): His Excellency Hor Sarun, Undersecretary of State of the Ministry of Tourism and as highly Representative of H.E Dr. Thong Khon, Minister of Tourism, in the morning of 21st September 2019 had presided over in a Workshop Opening Ceremony on “Smoke – Free Environment in Tourism”, which was held in Siem Reap province. H.E Hor Sarun stressed that the workshop on Smoke – Free Environment has been many times conducted in the territory of Siem Reap province; but what to be noted is today program, there are smoke – free environment in tourism awards distribution to the hotels and restaurants with outstanding achievement in the implementation of Smoke – Free Environment in Tourism in the previous time.
He added that in the first week of September, a Smoke – Free Environment in Tourism Task Force and partner organizations met with Siem Reap provincial administration having H.E Pov Pisith, Deputy Governor of the province and Mr. Me Marady, and related institutions around the province, and agreed to enhance Siem Reap city to be a smoke – free tourism city by late of 2019. H.E Hor Sarun further stressed that the task force also inspected and assessed the certain Siem Reap city based – hotels and restaurants, and as results having been found 10 hotels out of 20 hotels and 10 restaurants among 20 restaurants with outstanding achievement in the implementation of Smoke – Free Environment in Tourism.
Along with this, H.E expressed that assessment selection, provided to outstanding hotels/restaurants receiving Smoke – Free Environment in Tourism Award is based on the scope of questionnaires, organized by accurate indicators and criteria in reference to laws on inspection of tobacco products and legal documents under laws include: sub-degrees, Prakas, calculations, directives, act. He continued in their respective business bases, even though in all forms and ways being able to display only one package in a trademark of simple tobacco products, and need to display tobacco products with warning message as pictures and Khmer language with size of 55%, to be printed on the two sides parts of tobacco products packages. On that occasion, H.E also raised the 2 main measures a Smoke – Free Environment Task Force has adhered to: Educational Measure and Administrative Measure.
- The first measure: educational measure by having been organized training seminars, meetings, advertisements, banners, and printing of advertising instruments and instructed owners of all tourism business and service bases to pay attention, to respect and to implement laws on tobacco products inspection, putted in practice since 18 May 2015. Under umbrella of this law, there are sub- degree on Khmer language and pictures warning message printing on the packages of tobacco products, sub-degree on Smoke Banned Measures, or Cigarette Smoke Spreading at the workplaces, or public places as well as other articles. Ministry of Tourism had also compiled a directive book on Smoke – Free Environment to the owners of tourism business and service bases throughout the nation, No 007សណន, dated on 15 March 2016, to be distributed to owners of tourism business and service bases to be better aware of, to understand and to adhere to that directive guideline.
- The secondary measure: to be continuing carried out as administrative measures is the penalty for individual, smokers at the prohibited places, the owners of businesses who let to be smoked at their places, the setting contrasted tobacco display, and the penalty up to cigarette companies which bring and sell tobacco products without warning message as pictures, or illegal cigarette promotion; act.
His Excellency Hor Sarun expressed that transitional penalty will be done in consistent with Inter-Ministries Brokas between Ministry of Health and Ministry of Economy and Finance by inspectors of the Ministry of Health with capacity as justice polices.
