Cambodian Royal Government has decided to temporarily close traveling from one province to another for 14 days from zero time of April 7 to 20 April 2021

(Phnom Penh): Cambodian Royal Government has decided to lockdown temporarily traveling from one province to another province for 14 days from zero time of 07 April 2021 to 20 April 2021. The lockdown is aimed at combating and preventing the spread of COVID-19 from one province to another, according to the decision of the Royal Government, which was officially received by Fresh News. However, Phnom Penh and Kandal provinces are not considered to be within the scope of the ban on cross-border travel. However, in the decision issued on the night of April 6, 2021, except for:

  • Transportation of all kinds of goods by land-routes, waterways, and railway;
  • The travel of public officials at both the national and sub-national levels for the purpose of performing daily tasks by presenting to the competent authorities to inspect their work certificates, mission documents and other relevant documents,
  • The travel of all types of armed forces for the purpose of fulfilling their duties, including transporting workers returning from abroad into the Kingdom of Cambodia to their homeland in order to get them quarantined;
  • Ambulance of public and private hospitals;
  • Fire trucks;
  • Trucks serving garbage and waste transportation service;
  • Transportation of workers to the workplaces in factories, enterprises that must have a permitting card issued by the Ministry of Labor and Vocational Training or the Department of Labor and Vocational Training;
  • Citizens’ traveling to the nearest hospital or health center to receive urgent and necessary health services by limiting the number of people to no more than 4 people for each case;
  • Travel for other necessary reasons with the permission of the competent authorities;

In this decision, the Royal Government also decided to temporarily close tourist resorts across the country for 14 days from April 7 to 20 April 2021. Through this decision, the Royal Government has decided to assign the task to the Capital and Provincial Board of Governors to implement the measures effectively. The Board of Governors of the Capital and Provinces is also empowered to decide on the measures to control, restrict or prohibit travel in accordance with the principles set out in above article 1 and the relevant regulations in force for the geography of the city, district, Khan or commune / sangkat or village, or any place in its geographical area where there is an outbreak of COVID-19 or for the purpose of preventing the spread of COVID-19.  In this decision, the Royal Government also instructed the Capital and Provincial Board of Governors within two weeks to take the necessary measures in its geographical area to better manage and ensure security, safety and public order, as well as ensuring the adherence to and implementation of health measures to prevent the spread of COVID-19 disease strictly and consistently in accordance with the laws and regulations in force in traffic management and human transportation and in public places, especially in pagodas, temples, religious places and other places that can be crowded. The Board of Governors also has the right to establish the necessary mechanisms to monitor and implement the above-mentioned measures under its jurisdiction. It should be noted that the Royal Government’s measures were taken at a time when the cases of COVID-19 infection in the February 20 community are continuing to increase daily, and spread to many provinces. As of this morning, April 6, 2021, Cambodia has a total of 2,824 COVID-19 patients, of which 2,293 were in the February 20 community case. 1,794 patients have been cured, 1,003 are being treated. 22 patients died and five died of other illnesses while they were being treated of COVID-19 disease.
