Ministry recommends two types of tourism service bases to strengthen the implementation of stronger measures to participate in the prevention of COVID-19

(Phnom Penh): Two main types of tourism service bases are accommodation services, restaurant services and tourism food stores have been instructed to be strengthened by the ministry in stronger implementing the measures of the Royal Government and the Ministry of Health as well as tourist safety measures of the Ministry of Tourism in order to curb the outbreak of COVID-19 disease and to lead to an end of 20 Feb accident.

Ministry of Tourism’s new directive published on 26th April 2021, the Ministry of Tourism said that, along with the decision in making an end to the travel ban and the completion of the closure for nationwide all tourism resorts, ruled by the Royal Government on 25th April 2021, tourism accommodation services, restaurant services and tourism food-stores which are major supporting services to the traveling of tourists as well as general public and are in need for re-opening its operation. So, to combat the outbreak of COVID-19 eventually occurred for tourism accommodation service bases, tourism restaurant and food-stores services at the nationwide tourist destinations, the Ministry of Tourism recommended two main points include:

  1. For Phnom Penh and Takhmao cities of Kandal province

1.1 Tourism department of the capital of Phnom Penh and tourism department of Kandal province are to cooperate with Phnom Penh municipality administration and Kandal provincial administration and local authorities in reviewing and additional strengthening tourist safety measures and all measures in force for tourism accommodation service and tourism restaurant and food-stores services which are operating the sale of packaged food.

1.2 Above two tourism departments are to cooperate with capital – provincial administrations and local authorities in ongoing instructing above business bases to follow and monitor its employees who are being quarantined and require all above tourism business base owners to inform local authorities about suspicious cases for tourists who are in contact with COVID-19 disease (after scanning QR Code). At this point, the Ministry of Tourism stated that “all of the above business establishments must implement all measures in force, in case of failure, implementation or improper implementation; the department of tourisms must request the cooperation of local authorities to stop the business operation and continue the process of requesting the implementation of legal measures, especially the law on measures to prevent the spread of COVID-19 and other deadly and dangerous diseases”.

2: For other destinations of Kandal province besides Takhmao city and other provinces      

2.1 The Department of Tourism of Kandal and other provinces shall cooperate with the provincial administration and local authorities to review and further strengthen the implementation of tourism safety rules for businesses, accommodation services, tourism, restaurants and canteens. Separately, for above business bases, located in areas where the lockdown measure is being applied, the provincial tourism departments are to continue cooperating with provincial administrations and local authorities in strengthening all measures in force.

2.2 Need to strictly implement the measures issued by the Ministry of Health and the Tourism Safety Rules of the Ministry of Tourism to prevent the spread of COVID-19, especially the “3 Prevention and 3 Don’t” measures. All of the above businesses must record the identities of all tourists, especially addresses and contact numbers, and must register, create and use the QR Code system “Prevent COVID-19” and require visitors to scan absolutely before entering their place.  At the same time, heat inspections, alcohol spraying, disinfection and tourists are required to wear masks (except when eating) and maintain safety gaps in accordance with health principles.

2.3: The provincial department of tourism shall cooperate with the provincial administrations and local authorities to continue to guide all of the above business establishments to monitor and inspect all of its employees who are obliged to be quarantined. And requires the management of the above business establishments to inform the local authorities of any suspicious cases to tourists related to Covid-19 (after scanning the QR Code “Kovid-19”) and not to allow tourists and people who are in the process of being vaccinated or have to be given a sample to be tested for Covid-19 to use the service.

2.4: All the above business bases must strengthen better management, especially to determine the maximum storage capacity (Carrying Capacity) that can receive guests at the same time in accordance with the standard, safety gap and not to receive guests beyond capacity. Not to arrange for gathering For necessary small group gatherings (family-oriented) in restaurants, cafeterias, tours, it is necessary to maintain a proper personal safety gap (at least 1.5 meters apart) and the number of levels depends on the specific requirements of the provincial administration.  

2.5: Along with measures to prevent the spread of Covid-19 disease, all the above business establishments must improve the quality of environmental-sanitation services and maintain the prices of products and services appropriately.

2.6: All the above business bases are to implement this directive effectively. In case of failure to implement or not in accordance with the content of this circular, the Department of Tourism shall not allow the business to operate and may face legal measures in force, especially the Law on Measures to Prevent the Outbreak of COVID-19 and other vicious and dangerous diseases.
