Today, I have pleasure and privilege to be invited to attend in closing ceremony of 2nd
International Conference on “ASEAN Mutual Recognition Arrangement for Tourism
Professionals” under the theme of Human Resource Development for Sustainable Tourism
Development, to be held for the period of two days.
On behalf of the Royal Government of Cambodia, I would like to high value on
participation of senior leaders in tourism of ASEAN member nations as well as development
partners: ASEAN – China and ASEAN – Japan. I would to thank ministries, institutions, national
and international tourism associations and regional universities for participation as honorary
guests and as speakers of the discussion in this international conference.
Tourism sector is regarded by the royal government of Cambodia as Green Gold and on
the Site Exportation, contributed to socio – economic development throughout income
generation, jobs opportunity creation, domestic investment increasing, enhancing protection
and cultural and natural preservation, contributing to reduce climate change and sustainable
national development. Moreover, tourism sector is a major factor in contributing to promote
globalization, regional integration, national and national connectivity. Basing on the main
function, the royal government of Cambodia determined its tourism development policies based
on concept of Clean and Green by standing on principle Sustainability and Responsibility
indicating development vision and preservation.
In the world level, tourism sector is considered as resilient sector and as the world
economic growth supporting milestone and indicator for sustainable development.
Obviously, event though, currently, some countries are in instability, criminal threat and
diseases, the world tourism sector is still of remarkable growth. In 2017, the world received
1300 million international tourists in rate of 7%. The world tourism sector contributes to create
national income equal to 10% of gross domestic product of the world. By anticipation, the world
tourists will continue to increase over 1400 million in 2020 and 1800 million in 2030.
Particularly, in the whole ASEAN region, in 2017 received 125 million international tourists,
increased by 8, 4% beyond expectation, in which ASEAN inbound tourists are 42% by generating
93 million US dollars national income and for the whole region is equal to 12% of gross
domestic product. For Cambodian tourism also consists of remarkable progress. In 2017,
Cambodia received 5, 6 million international arrivals, increased by 11, 8%. Based on better
situation, in 2020 Cambodia is expected to receive about 7 million tourists and 2025 will gain
about 10 million tourists, and 2030 international tourists will increase 15 million. These results
derives from “ Win Win Policy” which made Cambodia enjoys fully peace, national and territory
unification, security and social safety throughout nation which are a foundation for development
on all the fields. Currently, Cambodia became attractive tourism destination for national and
international tourists, foreign direct investment, people have freedom in travelling to
everywhere, infrastructure development and poverty has been considerably reduced. Along with
economic development, Cambodia has been actively contributing with the world’s main
international organizations in order to promote development, peace and global harmony, in
which cooperation on tourism sector has been improved throughout ASEAN Tourism Agreement,
adapted and signed by ASEAN leaders in the 8th ASEAN Summit in 2002 at the capital of Phnom
Penh and this agreement had become a roadmap for tourism development in both national and
regional levels, new and variety tourism products, preparation to have tourism service
qualification standards, shared tourism advertisement, human resource development as well as
improving and increasing cooperation on all the fields.
I would like to congratulate for the progress of the implementation of ASEAN Mutual
Recognition Arrangement for Tourism Professionals both national and regional levels. This
agreement is an ASEAN Strategic Tool forwards to strengthen capacity, provide more largely job
opportunities and methodology in tourism professional development to students who are
serving in tourism sector in ASEAN member nations about 30 million.

With this result of international conference, I would like to give recommendations as follows:
1. Have to pay attention on science and technological development, especially in the
context of industrial revolution 4.0 and progress of Artificial intelligence, such as
ticket booking, accommodations, transportation ways which are competing. In this
sense, we should share experience and its successful stories in putting out
appropriate human resource development supporting policy implementation in
response to facing challenges forwards to cooperate in sustainable and institutional
2. ASEAN Mutual Recognition Arrangement is a really mechanism to make better of
Tourism Professional Training System contributing to reduce gap of knowledge and
skills between experts in the region, facilitating to regional experience exchange in
skill development between all member nations. So state and private institutions
national and international organizations and any development partners should
provide cooperation and further support forwarding to implementing the spirit of the
ASEAN Agreement with more effective and to achieve common ASEAN goal.
3. Promote to create common experience recognition mechanism by standing on
principle of quality legal frameworks of each nation. Along with this, I would like to
request for ASEAN tourism leaders to monitor and accelerate the input of new skills
in tourism sector into the frameworks of ASEAN Mutual Recognition Arrangement for
Tourism Professionals which currently consists only 32 skills.
4. Tourism sector is considered as directly and indirectly involving sector in contributing
to reach Sustainable Development Goal of United Nation for 2030. In this regards, I
would like to appeal for national and international development partners to
cooperate and support for ASEAN member nations to reach goal.
I hope that the result of this 2nd International Conference will bring about benefits for ASEAN in
common tourism development forwards to enhance jobs and regional skills contributing to
sustainable tourism development, combating negative impacts in order to ensure security,
stability, prosperity and harmony in ASEAN region.
At the end, I am pleased to open of 2nd International Conference on “ASEAN Mutual
Recognition Arrangement for Tourism Professionals” under the theme of Human Resource
Development for Sustainable Tourism Development from this time awards.
