The 5th Summit of Conference on Interaction and Confidence – Building Measures in Asia
The 5th Summit of Conference on Interaction and Confidence – Building Measure in Asia (CICA) had been officially launched in the morning of June 15, 2019, in Dushanbe, the Republic of Tajikistan. The 29 heads of states and governments, together with some observing countries, attended to participate in the Firth Summit of Conference on Interaction and Confidence – Building Measures in Asia (CICA) in order to discuss and review on the topic “A Common Vision for Security and Prosperity of CICA”. Within the summit, the leaders of CICA region reiterated their determinations for charter of UN and standards, and guidelines of international laws, universally recognized in enhancing goals and principles of CICA, stipulated in declaration on guiding principles in the relation of CICA’s member states, dated on September 14, 1999, and Alma’s laws, dated on June 04, 2002. In the summit, the leaders of CICA region reached on a common communique of the Firth Summit, in which include: continue supporting on CICA’s process by focusing on the respect for equity, sovereignty, territorial integrity, political independence, non – internal affair interference, peaceful, mutual interest, and resilience from threat or force utilization against sovereignty or politic of any state. Support the process in the continued reform of United Nations system with the views to enhance solving capacity to the critical challenges at present day. In the summit, all leaders voiced seriously concern over security threat posed by terrorism and extremism in all forms and pictures, especially unconditional condemn on the attacks and terrorism worldwide, including the attack on nations in the CICA region. All leaders strongly emphasized that all terrorism acts are not tolerated regardless to whenever, wherever, and by whom. All leaders voiced confidence in working all together in the sector of nonnuclear weapon, disarmament, weapon management as well as cooperation with all partners in contribution to a better safeguarding and world security. All leaders are also believed that the fostering a inclusive, sustainable and prosperous economic growths as well as elimination of illiteracy, and poverty among the most effective measures is to eliminate foundations which pose to have terrorism act and extremism. Along with this, leaders of CICA nations acknowledged the importance of universal partnership in gathering financial and investment resources to reach the realization of sustainable development goal. Increase deployment and modern technological utilization, reduce low biodiesel on fossil fuel, renewable energy and increase efficiency of energy are very crucial for addressing on climate change and the realization of the Seventh goal “Sustainable Development Goal (SDG7)”. Alongside, all leaders warmly welcomed to all member state’s initiatives in enhancing and strengthening cooperation on the fields such as trade, transportation, finance, and economy within the CICA geography in bilateral and multilateral levels. Along with this, all leaders expressed about preparedness for a common cooperation, ensuring convenience, and sustainable water and sanitation management to reach the realization of sustainable development goal. Within the summit, all leaders discussed concentrating on the importance of open global economy, countries to people connectivity in the benefit sharing of the globalization which need to be strongly focused on multilateral trade system focusing on legal principle, transparency, nondiscrimination, inclusive and open multilateral trade system, based on cored WTO.
All leaders also emphasized on a shared effort to foster the regional linkage – especially logistic system and transportation which were integrated and competition and help in the realization of more effective trade opportunity utilization between member state, and speed up cross-border cooperation and regional and international transportation. All leaders considered the cultural symposium as CICA’s most valuable property by this symposium, along with cultural heritage are an asset which has been supported by all human beings – a factor bringing about peace and development to all nations. In the joint declaration, all leaders endorsed to find out the possibility in creating the CICA convention suitable for lawmakers, universities, royal academies, research institutes, business makers, youths, artists, cultural groups, library institutes, schools, libraries, and media communities, especially strongly emphasize on need in fostering tourism sector including the making of survival of traditional, old customs, via ancient silk road used to link and facilitate the strengthening people to people relations. Together with this, the endorsement, all leaders reaffirmed the significance in strengthening partnership cooperation, external relation of CICA, and international forum organization, and other forums, in particular welcomed to the efforts of the compromised and co – compromised nations to enhance cooperation in the fields on confidence – building measures. Within its declaration, all leaders welcomed to the Socialist Republic of Sri Lanka which become a new member of CICA. Together with, all leaders agreed to hold the 6th CICA Foreign Ministerial Meeting and the 6th CICA Summit in 2022.
